President Obama has decided not to attend a United States-European Union summit scheduled for Madrid in May, and European Union officials found out about the decision through the press late on Monday, senior European officials said Tuesday morning.

American officials said that Mr. Obama was underwhelmed by the previous major U.S.-E.U. summit meeting, last June in Prague, and European Union officials said that the President even skipped a leaders’ lunch at the smaller E.U.-U.S. meeting in Washington last November, sending Vice President Joseph R. Biden Jr. instead, something they said that President Bush would never have done.

HE WENT THERE TO GET HIS PRIZE AND TO BEG FOR THE CHICAGO OLYMPIC COMMITTEE - BUT CARES NOT A WHIT FOR THE CORE RELATIONSHIP BETWEEN THE USA AND THE EU.
