BORDERLAND : EDUCATION LAGGING

Ironic. That's the right word to describe the condition of our education in remote areas. Imagine, inequality of education quality in the city with the region have occurred in such a way that the story of school collapsed in a remote or a story about a teacher who fled to neighboring countries, not just a myth. Furthermore, to gain a deeper understanding, can we review this issue from the standpoint of the rights and obligations of citizens.

Seeing the condition of education in Indonesia today, it is difficult to make a general picture to explain the real situation. If we briefly look at leading schools in the city, maybe we can be proud of the condition of our education. Schools are very well established in terms of facilities and quality. The students and teachers from elite schools always spoiled with complete facilities and advanced education. Any process of learning to work with a convenient and easy, which can produce high-quality students. However, when we look at the condition of education in the border area, the situation really is inversely proportional to.

Not many people know or care about the fate of their children's education in the border area. Many children on the border of the archipelago is unfortunate because he could not get the education that some bermutu.Di village or hamlet on the border of Kalimantan, for example, children have to walk as far as 1-2 hours up to 6 miles through the woods and down the hill to get education at school each day.

The portrait of students in border very disturbing. However, the fate of his teacher was equally disturbing, particularly teachers who most fees Honorary Committee. Many teach teacher 2-3 classes. This is due to a shortage of teachers in rural schools. Teachers are paid only 100-300 thousand per month, many of them have to work very hard, even has a " psychological requirements more than teachers, as the status of non-permanent civil servants, teachers are more susceptible than part-time teachers are civil servants, who, although a month is not taught in schools will continue to be paid.

Border area which is basically a prominent area as a gateway for entry to Indonesia being the most backward in terms of education and teachers' welfare. The fact is, of course, is against the constitution because according to Article 34 UUD 1945, every citizen has the right to get education and teaching. That is, both children in urban areas and children in the border region have the same rights, they both get a quality education.

It is inevitable that in addition to having the rights, citizens also have an obligation, one of which is an obligation to defend the sovereignty of the state. However, when the government can not fulfill the rights of citizens, citizens of these countries also tend to ignore their obligations. Examples are there people who live along the border. They prefer to interact and oriented to the nearest neighboring village. border areas of social-economic gap with the surrounding community affect the character and lifestyle of local communities and negatively impact the border security and a sense of nationalism. This is the adverse effect that occurs when education and welfare of the people in the border areas are ignored, because it would erode the sense of nationalism that would not threaten the sovereignty of the nation.

The facts mentioned above, brings us to the logical consequence that the government should pay more attention to the education and welfare of teachers in the border area. For this purpose, at least there are four steps to be undertaken by the government. First, build facilities and infrastructure to support education such as building schools and other learning facilities. Second, improve the welfare of teachers in the border area through a decent salary and annuity. Third, improving teacher quality through training and the fourth, to develop an appropriate curriculum to be implemented in the border area.

In conclusion, get an education and teaching is the right of every citizen. Therefore, countries should ensure and seek the implementation of education for all citizens berkualiatas both located in the cities and border areas so that the inequality of education in Indonesia can be eliminated.
